Siad Bare government era and the governments before. Most UN and other agencies only
use maps of the official recognized districts pre civil war. Sanaag only has 3 official districts (Ceerigaabo, Ceel Afweyn & Laasqoray).

Maybe we should go back to how it was in th 60s. having 2 privinces in the North: Burco province and Hargeysa province. no more Sool province. Sool and Sanaag will both be part of Burco province again
