How does the SL gov't react and handle northerners, who participates in Xamar politics - who go there with the intention of being a politician, representing the SL region of Somalia? I've always been curious, are they freely allowed to go back home and go punished (?) Or is it indirectly prohibited, but subtly accepted? It has never made sense to me tbh.

I've heard of MPs returning home after their term has ended. Are there ways for them to do so, given forgiveness and without being arrested. Because, as far as I'm aware, most of them settle back there, without seemingly big issues (?), if I'm not mistaken.
