Btw can I ask why do people consider Somalia has a government. We don't. The government only governs their building and thats it. Do people consider Libya/yemen/iraq with a government even when they don't control any of the place.
People still have to pay 5% to al shabaab to open up shops or homes so how are we viewed as a country with Goverment

Somalia has a de-jure government with limited control, however regional governments tend to have some de-facto control with limited de-jure meaning legality to their actions, such as negotiating agreements with foreign nations.

Somalia's core problem remains the same in the form of various war-lords that can't come come to an agreement due to trust issues and diverging interests.
