The 91 filibuster rule is the 'model' of power-sharing in PL and will be in Somalia as no-one is going to reorganize districts when there is no legal govt that lacks an official constitution since powersharing hasn't been settled but if we adopt PL powersharing method, it will lead to justice all round and finally peace. From this you can calculate how many villages u have against the total area sq of the district and you will be given your dues with no complaints from PL and we finally saw justice
2. If your in nomadic area(excludes farming area) count your wells and dams if u don't have dams then count your wells. Measure the sq kilometer of your open 'pasture', if the open pasture is 'disputed' or 'shared' then work out who has more villages in the area and share the pastor according to that model.
3. Count your cities I mean 'large' ones and calculate the 'area' sq, then work out the 'density' ratio following 'world standards' for density not something u just cook up.
4. Count your 'medium' sized towns and calculate the area sq of each one and measure it against the total district area sq, this will tell u what portion u own of that district and what your fair share is if your sharing at district level. When we are sharing at federal level, all districts will be given their '3' allocated seats, the above method I provded is how u share your 3 MPs among your villages especially if your langaab and it's shared and not just 1 clan kkkk. If u follow that method, it's the closest form of 'cadalad' that we can have 'excluding' a census and even if a census is done if it's not within an 'acceptable' range based on what people know of their population it will be rejected until t complies. For example in Ali Saleban, I measured his villages and if combined your looking at around 50 SQ km, 2 sq km per village kkk and that's not including the 'goof' which is the most crucial population since livestock herding is still popular. But just the amount of villages if combined on top of qandala-carmo is the same size as Hargeisa city which is 78 SQ km, that's not including the 'nomadic population' which may mean the whole district of 'hargeisa' because hargeisa only has 1 dam where-as PL has 10 dam and it's still not enough and needs 50 dams.
