If you somali person don’t think you need license. Foreigners do though.
I think it’s tough living though because of all the foreigners using big ships. We also don’t have a lot of processing facilities and ways to export excess not consumed by us

It's specifically set up for Diaspora that are interested in getting into the Somali fishing industry.

They have new processors with access to global markets and both the domestic or foreign trawlers won't do much because they are kept at bay.

Somalia bans fishing trawlers from its waters

Somalia has lately been worried of overfishing and damages to the marine environment, after studies indicated some richer countries were also dumping waste in the nearby ocean.

Somalia has banned fishing trawlers from fetching fish in its territorial seas, part of a new effort to stop overexploitation of the fishes in the Indian Ocean.

The Ministry of Fisheries and Blue Economy in a circular dated April 6 said vessels will no longer be permitted to pull trawlers, a deep-sea indiscriminate fishing instrument that some critics say nets even the unwanted species and hence deplete the maritime wildlife.

“The Ministry notifies all fishing companies and vessels in Somali waters a crucial regulation outlined in the Somali Federal Fishery law, specifically in article 31… trawling activities within the Somali Federal territorial waters are strictly prohibited,” the circular says.

“Any violations of this regulation may result in fines, imprisonment, confiscation of fish products acquired, and confiscation of equipment for trawling.”

Presentation this week on fishing economy . Stating it’s worth 1.6 billion dollars a year this is without depleting ocean and fishing sustainable. This number would give govt 200 million in revenue a year

Barre said that it is time for the Somali people to benefit from maritime resources, noting that the 50 percent of the country's budget will come from the fishing industry, which, if the emphasis is put on its use, will greatly change the country's economy.

He called on Somali business people to invest in the fishing sector, leveraging opportunities in the international market as the government focuses on developing key infrastructure, especially ports and roads connecting the coast of Somalia.

Abdi Dirshe, a director general in the Ministry of Fisheries and Blue economy, said that they have developed a strategy to capitalize on the blue economy, aiming for the country's self-sufficiency in the future.

"In identifying opportunities within the fisheries sector, the ministry has drafted significant laws and policies aimed at boosting the country's economy by leveraging on the abundant blue economy resources," Dirshe said

This is great, this is proof of what i have been saying that they are making small gains and progress in right direction.

The first step in 2014, the boundaries of an Exclusive Economic Zone (EEZ) were proclaimed and joined the Indian Ocean Tuna Commission, 2nd step in 2016 was to create a licensing law, 3rd step in 2019 fisheries law , 4th step in 2024 was to ban trawlers from its waters.

I am excited to see what next laws and steps will be.

A lot of the fishing trawling happens still FMS and corrupt politicians sell licenses. Also only Somalis supposed to fish within the first 24 nautical miles. And others only beyond that to give our people livelihood but that also doesn’t happen

Bit wordy but basically within 24 miles waters is supposed to be only fished by local somalis. FMS are allowed to manage this waters, Im guessing to collect money through taxes and licenses to locals.

Beyond the 24 miles only the FGS is allowed to issues Licenses, and revenue is to be shared per table shared few posts up.

They signed a new fishing license bill in 2023 to crack down on further on illegal activity and create better security , but also tax and fees to get revenue from fishing activity, to create a way for investments, a way to enforce laws and make them comply with regulations and fit requirements, makes monitoring easy etc. the have also taken steps to clamp down on corruption not just through the transparent licensing but also anti-corruption bodies hopefully it will show more.

Banning of fishing trawlers happened this year to combat overexploitation & protect local artisanal fishermen. They have funded and extended Puntland Maritime Police it used to only have 4.800 and now they are expected to have 10.000 personnel.

The Puntland Maritime Police have done a lot anything from seizing illegal weapons and dismantled shipment smuggling network this year

They have been purging the waters of illegal foreign fisherman and iranian operations this year as well.

In the past they have shown capability of intercepting weapons from Yemen intended to go to Alshabab

They have stopped a couple of Korean and Chinese vessels from dumping toxic waste on our shores.

There was a short resurface of pirate activity with indian hijack recently exploiting gaps in security when much of the security forces deviated to the red sea to guard their coast against houthis.

There are challenges persisting but Somalia is making progress in the right direction.

I have some cousins in puntland who got arrested recently because they were getting bullied by Iranian vessels. They shot warning at vessels and state sided with foreigners because probably backed by some big wigs to get permissions. Somalia very corrupt. But I do agree improvements have been made and probably not as bad 2020. Somalia headed right direction

He should contact the maritime authorities who are active on that front and my advice is to document these incidents with photos, descriptions and videos. It might not be a corruption thing but a legality/legitimacy thing.

Iranians are big time maritime aggressors , they even harass UAE, US vessels and sieze oil tankers and other vessels passing through.

Sounds like Abu Dhabi will now build our fishing industry. Lol outsourcing everything defense ,fishing , shipping industry
