How can an airline check every visa before boarding? Those are advanced and regulated systems that some countries have (not many African countries) for airlines to send data to states directly. They require integration of systems to work in real time.

It's not going to happen for the bunker. This directive is not enforceable and there's as far as I know no example of this nonsense anywhere in the world. It's not realistic or practical to enforce visa rules when you do not control the ports of entry. It's not the job of airlines to give Mogadishu moral support in their time of need lol.
