It will turn into a terrible experience if they make it like Kenya did few years ago, a lot of airlines will not accept that you will get Visa on arrival and make you prove that you have a visa before you board, especially if you ticket return date is more than 90 days, it happened to me on the second plane of three that I've to take to Kenya before
