In Somalia do people care about politician ideology at all or do they engage in civics solely based on Qabil. Do lower caste groups (Jarrer and m1dgaan) tend to vote or engage on ideology since they can’t have positions of power for the most part

Shabab are most definitely qabilist. You should read past UN monitoring reports, they intervene in clan wars and help the side that has contributed more manpower (clansmen) and funds to them they also tax clans differently.

That's mostly due to ideology, clans that are less loyal or against them get punished compared to clans deemed more loyal. It's mixed with every qabiil and they even kill members of their own qabiil who they call "kaffirs."

They target particular clans more than others though despite some of those different clans not supporting them. Here’s an example Al Shabab has publicly called out Puntland on multiple occasions and made its intentions clear they want to “capture” PL. They don’t do that to clans in their vicinity that refused their rule. Do you see what I mean? There is clearly a clan angle just like anything else in Somalia.

They distribute Zakah collected from as far as Afmadow and distribute it to people in Bay and Lower Shabelle But they not never distribite to Afmadow.They even ask for a fee from donations collected to drill a well for the communities in Afmadow.

They killed some Ogadens in a raid after losing Kudhaa to Ras Kamboni they killed mostly civilians and most of them were Ogaden Muqabul that doesn’t just happen as a coincidence.
