Germany is assigned to the human rights convention and as such must respect the right to privat life and at the very least investigate the cirumstances of the marriage and the familiy connections as is required before making punative judgements.

With that said, I work with unasigned children and they do test on their teeth alignment as well as bone test to determine age, and even a very basic test would reveal this woman to be above 13.
