A Federation rather then Federalism is better option for Somalia and I am not saying this for Qabil Reasons. There is strong evidence that can be provided the Federalism model has led to political in-fighting and this has resulted in less development, security, and hope for our people. The international community can clearly see we are not moving beyond the 'zero sum' politics and therefore they are not prepared to designate Somalia anything beyond a state in recovery or at worst a state in need of humanitarian aid. That's why you see a 'flood' of NGO and UN officials on the ground in Somalia, it's because this is the international grading our nation has been graded.
Our current political system is hurting us not only from opening up bi-lateral ties with nations on investment in our economy especially the 'most lucrative' industries, Security deals, Scholarships to boost up our knowledge economy in high skilled fields, Begin opening up a tourist sector thru 'targeted' advertisement to 'rich nations' as we want their 'capital' and 'tourists'.
PL should at least be in the 'phase' of infrastructure development like sanitation facilities, sewages, electricity to all, roads, schools, hospitals. PL should achieved and set up all the governance 'data' required to ensure we can begin measuring our progress across 'segments' of our society and identify priorities and ROI. None of these ambitious dreams are possible as long as PL and Mogadishu are tied politically. We wasted 2009-2019. This 10 years and 10 years is a-lot of time. Nations can build whole cities and infrastructures in 10 years. We are sitting in this silly Somalia about 'I rule you' and 'you rule me' and the only result out of this is 10 years of lack of progress.
I suggest Federation Model, the more Somalis have less to do with each other the better they perform. Let's implement a Brussels capital Model in Mogadishu. We will let Federal Govt handle Mogadishu since it's a 'federal territory' and perform taxation collection/revenues, spending, security, service delivery, passing laws. Outside of Mogadishu however we should implement Independent State Models like the EU Members are.
This means Mogadishu has only 'soft power' over the states with no direct involvement in service delivery, security, policies, laws, security, or even foreign matters. The regions will essentially be Independent States like the EU Model but still tied to the Somali Federation Capital 'officially'. The SFG can then be 'official' government not the 'full govt'. This creates a 'division' of power so we do not collapse.
By being 'official and symbolic' Mogadishu can still speak to the world on the Somali Federation of Regions in an official capacity and the regions will send Mogadishu govt. This means no more conflict, as there is no power being shared or disputes, Mogadishu will know it's role, The regions will know they are the 'drivers' of Somalia.
There isn't a one point of collapse like if we had Mogadishu offical and centralized govt. All our institutions are separated from each other, our powers are separated. We can then form a 'NATO' structure and Mogadishu can ask each region to send in soldiers when required for 'federal duties'. The soldiers are going to be 'based' in their regions and not the 'capital'. Capital should be 'official ceremonial' place like the rest of the civilized world not 'halane' and having foreign embassies in shipping containers. This is so embarassing our embassy quarters in mogadishu are in shipping containers in halane. This city has to surrender it's power, it's destroyed the Somali image.
Who is for it? Somali Federation of Regions. Because Somali Federal Government sounds like we are still connected to each other unlike the European Union which are only connected for 'official' purposes without disturbing each region of the EU their independent status.
