The guy literally stole money, but returned it only after decades after someone said to him you will go to hell if you don't return it.

The Auditor General asked for all officials from the last government to return their vehicles a month or so ago. So he likely did this out of goodwill and support for this directive.
Both the auditor General and this man are Cayr so consider it a family affair and solidarity
