This could be stopped by stopping the EU mission in our waters, but our current government extended their stay when they had the option to kick them out

If they are there the Somali government is working with them and authorizing it. Between 2008 and 2021 there was a UNSC resolution that authorized states working with the Somali government to enter Somali waters and treat pirates as if they were operating in the high seas, which means universal jurisdiction and any state can prosecute these pirates in their national courts.
The UN set up a programme called the Global Maritime Crime Programme in 2010 and they were using the Seychelles for whatever reason and some states had transfer agreements with the Seychelles.
Anyway whatever is happening is happening with the consent of the FGS. As part of the Global Maritime Crime Programme they have also been helping FGS develop the capacity to prosecute pirates. A couple of months ago they handed over a prison and court complex to the FGS.
