Solutions to minor solvable issues

I need ideas for solutions to problems in Somalia which require little cash but have positive long term effects on Somali lives. An example could be creating dialogue between organisations currently in Somalia which solves the issue of lack of communication.

P.s. I have trustworthy individuals on the front line willing to sacrifice their time to help Somalia and the full co-operation of several NGO's.

Planting trees and other plants and banning grading of livestock in those area. Great way to increase rainfall

Crowd sourced public registry of land ownership. Would help reduce corruption and hopefully provide actual market prices for land and real estate.

Most land atm has to be registered through not so transparent local government offices controlled by warlords who easily could rip you off and hence there are no Islamic mortgage solutions and your assets values are unpredictable.

 

[I've spoken]

1. Monitoration of dugsis( that's where radicalization often starts).
2. Cleaning the streets(getting together a few people and volunteering to clean the streets that way city would look better).
3. Getting together some of the jobless teens in the neighborhood and brain storming ways they could make money ( put their brains to use ,teens are clever they'll come up with something)
4. Making a little party happen at the beach (Just bring a loud radio), this will help distress the citizens.( the teens mentioned at #3 could sell drinks and snacks here)
