Nothing dumb about it, it's certainly possible to do it. James Cameron (Titanic director) has visited the titanic wreck 33 times. The problem is this company took a lot of shortcut, mostly to save on cost (e.g. on materials). They ignored existing safety standards, and their whole industry warned them their experimental approach was dangerous.
What I don't understand is why a billionaire wouldn't choose a safe submarine that has been tested, and conforms to safety standards. It would cost more, but they could afford it.
The guy was called out for using materials that aren’t considered safe before making the trip, he said that these safety measures were baseless cries. He said he prefer to break rules for the sake of innovation
