It's not that hard to combine both elections, for example each voter will take two ballot papers so he can vote for a party in one paper and for a president in the other one, or they can put both in the same paper.
How do you think Muuse will react since both opposition parties welcome the decision.

It will not get any further than parliament. They don't have a super majority, so the president would have to sign, which is not happening.
It's not the mechanic of how it would work that makes it impossible, just that it can't work in reality.
In this scenario it would be possible for example, for Muuse Biixi to be re-elected President but his party to be defeated and no longer be one of the national 3 parties, at the same time. That would just be ridiculous and would leave the country with a President who cannot govern.
The party elections need to happen first.
