It depends. In general, one must make sacrifices in a relationship and thus, must think of what is most conducive and beneficial in regards to this issue. A situation of who has more to lose.
It really depends on where the opportunities are and what they agree on. Most of the time it's women who end up moving to the city the guy hails from.

someone from a small town flying over to their spouses town which is bigger may be beneficial for both. Or a spouse flying to a small town for a small amount of time then relocating. relationships require sacrifice and both parties should be happy and win from the situation temporarily and long term
Really depends. Most of the time the guy Is the provider and if he has a stable job, uprooting him and him potentially not be able to find one is disastrous. So, most of the time it’s the women who do and it makes sense. If he’s able to find better jobs where the women is, then moving for a man can also be a no brainer.
