I think you are misinterpreting. The ‘uneducated’ likely don’t have many ideas/theories/plans of their own. They may just want the kursi. Therefore they compromise and allow others to do everything else. That’s isn’t competence, it’s actually the opposite. It’s tanazul and it may make it seem like there is progress since there may be less infighting but that doesn’t mean any actual work is being done.
