You can say the same for Puntland and Koonfur Galbeed. Bay&Bakool have an equal population to Bari&Nugaal, but 5x the representation in the Lower House. Superimposing 4.5 on the federal states shows you just how unfair the system is. My own subclan, the largest subclan in Somalia, only has 2 seats in the Lower House. We form a majority in 3 districts, but we get 2 out of 275.
