I haven’t read the article but I’m presuming because UAE has been diversifying it’s income for decades where as Saudis have only just started. Maybe also UAE is more appealing to westerners as it’s more liberal

Neom should've been built 20 years ago, better climate than anywhere in the UAE and it could've easily rivaled Dubai
