Most likely but MBS has made this his grandest project. He’ll spunk everything into it. Even bought two islands of Egypt to build on.
This is a total crap! Lacks the most basic urban planning element which is the freedom of movement and the feeling of not being confiscated in one place. They said millions of people living side by side for hundred kms? How would they move in and out? Lol, building an underground city would be a more realistic idea.
