that’s not true parts of Eastern Puntland were affected. But you’re correct it was mainly Somaliland

Agreed but we are talking about this particular drought. The refugees we only from eastern Somaliland and (small amount) eastern Puntland.

There’s no way the government could transport nomads and all their livestock from 80% of the country.Just impossible.
