Saddam was a butcher who brutally killed thousands and thousands of his people, even using chemical weapons on Iraqi civilian areas killing thousands at once chocking to death.

it wasn't because Saddam invaded Kuwait (at least not from what Sheikh Ibn Baz himself said), it was because of Saddam being a ba'athist.
Saddam being a Ba'thist and invading Iran wasn't a concern for these sheikhs to declare him a Kaffir at that time, but it was very necessary to label him a kaffir after invading Kuwait. So why they didn't declare him a kaffir before that despite being in office for decades?

shaykh ibn baz and the majority of ulema labeled him a kaffir when he invaded kuwait
bin baz before the invasion of kuwait

This great hadith guides you to avoid seeking help from the polytheists, and indicates that Muslims should not include anyone else in their army, whether Arabs or non-Arabs. Because the infidel is an enemy who does not believe, and let the enemies of God know that Muslims do not need them, if they cling to God and are honest in their dealings with Him. Because victory is in His hand and not in the hand of anyone else, and He promised it to the believers, even if their numbers and resources were few, as previously mentioned in the verses and as happened to the people of Islam at the beginning of Islam.

I'm not looking to debate what Sheikh Ibn Baz's intention was, I simply explained what Sheikh Ibn Baz himself said

It was the case that some of the problems Iraq had with Iran before the war between the two countries were the Shia influence within Iraq, which gave Iran tremendous weighted sway on domestic sentiments which compromised the political authority of Saddam's regime. There was also a situation with a dispute over the border edge of a channel that was strictly strategic for both countries. Iran grew more hostile to Iraq and the leader of Iran wanted the population of Iraq to topple their leader. This, of course, is a threat so it led to a war later.
