I don't know man images like the one you posted in your original post are solely to give the people hope via a fake deadline which will eventually get pushed back like elections and most things get pushed back in Somalia. Also, these Burundi Amisom soldiers are eating good of their salary and often make way more than they could in their own country so they have no actual incentive to solve the problem.
