I don't know who that bogmadow dude is but jubaland has an administration.. no external force should be operating in jubaland without the cooperation of the jubaland admin...

The federal government should abstain from interfering in federal states. The federal government should use whatever support they get from international allies to support the federal states by cooperating with federal states not under mining them..

I would also oppose the federal government giving those armoured vehicles to Puntland..as Puntland would use them against Somaliland which wouldn't strengthen the federal government's impartiality ...
The federal government is a representative of all Somali people..and therefore should act responsibly.
