Puntlands security forces weakened after the departure of their ex-Somali president A.Y

The former Somali president (A.Y) was a strong man who was admired by many and all of Puntland's armed forces loved him. He always made sure the armed forces and police were paid first before anything else during his tenure. The government that followed after his departure even ceased to pay the forces in 2008. The Puntland government declined substantially and almost collapsed from the period 2005-2008. The Somaliland government took advantage of this and invaded SSC and established control of the region.
