He wants to do away with the current model which sees 66 representatives from the parliament vote in the new leader. Of those 66 votes, 25 hail from the communities of Sool and Sanaag. In order to win the election they need only 9 more votes, they're the kingmakers who don't want to be king. Currently this community is content with the status quo.

Karaash is defending the interests of his tol, they're the biggest opposition to change. Majority of their territory is under the control of Somaliland, municipal elections going forward will see them lose a big share of seats in the parliament and ministerial positions within the cabinet.

Deni must've seen the insanity of the auction market during the last election. He wants to conduct municipal elections and eventually pave the way for real elections, this was at the top of his agenda after he got elected into office.
