We need to set up a road map by identifying the current state, the gaps/capabilities, and the future state. We must prioritize areas that touch upon health such as water, medicine, food-stuffs, fruits, sewage, drainage or what-ever is consumed the most since that has a greater potential to harm.
Then we must address our market laws, enforcement bodies, courts. Even if you build a house their is so many builders who under-deliver and have no fear because their no system monitoring them, the same with infrastructure, and commercial. Every item traded should have consumer protection laws.

China learned the hard-way when u focus on short-term sales and neglect quality it has long-term losses(clients dont come back)
