Their seems to be a 'national lunacy' nation wide about Puntland population and in-fact I find it humbling where everyone tries to compare themselves to Puntland(that says alot).

PL covers 1/3 of Somalia, if you put all their population into a 'small 150 km' zone, it would be considered high density also. So the techniques(density) is one problem. Plus PL is known to be around 50 districts spread out not contained, so it will be less density but less density doesn't mean less population.
The second problem I see in population technique is people using 'urban' comparisons. When u combine all urban cities nation-wide, they only represent 20% of the nation's population, so to be a landheer, your battle isn't in urban areas since it's a small reflection of the nation population. Urban areas combined wouldn't be more then 4 million, while rural would be 10 million. Plus GDP data also shows Livestock-Farming is 80% of GDP, proving once again where the population is in comparison to cities.
Lastly. Are people blind to the fact PL has 32 dams across it's region, who is this built for if they lack a rural population?
