Puntland Needs A Cultural Revolution

It tears me apart when I see a few people can run to their TOL to instigate violence and challenge our state becuz they disagree. How long can we keep in this cycle? As puntites we all agree we want a strong state so it can foster economic and social development. We all agree the following pillars are mandatory.

1. Rule of Law 4 all
2. State organs
3. Good governance

Unfortunately we can't reach the above pillars without a cultural revolution. The people if rotten will also rot any system implemented. We must agree that we need social accountability but no-one is willing to put those systems in place. We need to name/shame on TV, Public website all corrupt leaders with no excuses for anyone. We need to ban from clan and mosques all corrupt or criminal elements. We must create a 'danbiile' clan following the Rahanwayn model and allocate all our socially ill people towards there. I envision a future Puntland where the corrupt/criminal are treated with so much distain like we do with Madhibaans.

This will ensure everyone will conduct themselves with 'fear' in their heart due to the consequences for being corrupt or criminal. We then need to set up a Model citizen framework using madhiban-tumaal-bantu or hard working clans to provide advice into the Model Citizen. This must be taught early on at schools so a new generation is born that isn't socially ill.

We then need to provide our people with the following Model Leadership that they use to judge a leader with the following inputs.

1. Has a vision-philosophy-program and can demonstrate on 5 year time-line how it will be achieved
2. Knows how to make decision whether good or bad which is better then no decision
3. Has a well developed social/professional networks locally/regionally/globally
4. Has a genetic gift to lead either naturally or educated
5. Their private/professional/community track-record
6. Their diplomatic skill to navigate different politicians to achieve their goals
7. Their public charisma

They need to learn in PL especially voters, how to 'judge' anyone seeking leadership with a consistent framework and then rank them and chose who-ever has the best score as none will have 'perfect' score.

Once we can create a good healthy social base and competent leaders, we can begin crafting the system with the needed processes-auditing to lead to good governance and ensure we can take ideas from our society depending on our challenges, run it thru our system making sure it actually reaches completion without rotting inside the system due to corrupt officials or it reaches completion but below standard.

We can begin genuine competition at a district level across positive areas such as once we get rid of these 'socially diseased clowns' holding us back.

1. High quality Building codes/standards on residential, commercial, industrial, govt, public facilities
2. We can compete on school results and reward the best performing school and use that as a model to help under-performing schools
3. We can compete in the workplace also, where the most productive workplace is rewarded and used as a template for all workplaces
4. Our local govts across(A-B-C) can compete on who is delivering high quality social(Health, Schools) or hard infrastructure(roads, water, energy, drainage, sewage, sidewalks, public parks). We can even use the best performing town as a 'model' for other towns in the same 'designation'. For example Carmo is the best performing 'B' district, all under-performing B Districts must be sent there to knowledge-transfer. Same with Garowe who is clearly leading the 'capitals' they should be seen as a model framework for other regional capitals.

As puntites we need to get past this social-physical infrastructure age, so we can begin a new age, the 'market' development age, shifting us from manual-rural based industries to urbanized and skilled industries. I can't provide input into this age as of yet, becuz the social-physical infrastructure age has dragged on far to long due to the 'social ills' which leads to weak system-processes and all ideas end up in failure cycle, which then means our market isn't ready to be designed or tapped into.

Great points, however with dire scarcity of human capital along with technical class, implementation of such ideals are bound to falter, and with their being no public confidence in State institutions, with worthy consideration to the ertswhile regime, I am afraid nomads select / elect leaders on the grounds of recognition, association, or even on wanton trangressions rather than on merit, the root cause of many of the political ills; warriors are hardly ever rewarded, check old guards, not to mention antipathy for the oldest, most reliable instiitution, Issims subjected to so much contempt except when walls close in on political leaders ... check current leaders' perverse derision till they finds himself in a desperate, self-created predicament. A healthy social base will ensure our leaders are healthy also. It's clearly systemic our poor leaders, so it's not one or two, it' repetitive. So it needs a system solution or a framework. All voters should be given a framework on what a good leader attributes are so they can rank candidates rather then rely on persoanlity or promises.

Ideas will be generated from the locals in different districts, a competent leader will collect them, rank them on priority level and return on investment and craft it into his program pillars. All we need to worry about is, the ideas dont die out inside the system or end up being under-delivered due to corruption. This is all 'social related' diseases.

Even if u create the strongest justice and legal architecture, it's pointless, it's just another system which will be populated by the same socially ill people I am telling u, which will render it useless untill such time society loses confidence and the socially ill have won to keep us down and out. No matter wat u build on top of a socially ill society, they will decay/rot it from within.

The way they fight alcohol drinkers imagine they had institution doing that on criminals and corruption. They can do it, they just the let the 'worst' social ill to survive which effects the whole regions development. An alcohol drinker isn't harming me or my state development goals, but these corrupt leaders are. Imagine they combined their enforcement bodies to deal with corrupt officials like they do with alcohol drinkers/terrorists, plus on top of that society isolate them from their clan or mosques and ppl refer to them as the 'untouchable dambiile' caste system.

Every puntites 'cabsi' ayaa wadnaha geli laha due to social shame, clan isolation, mosque isolation, being thrown into dambiile caste system. Everyone would be perfect model overnight. I would love to see corrupt or criminal or terrorist told you can't marry our 'women' from all nasab clans, the dambiile caste system is the perfect solution to address our social ill.

Ergo as to the reason educated, technical class, and sustainable human capital being requisites in constituting equitable institutions. Not a panacea, but most desirable.

Look at our road development. Under Siyad the highway last 50 years under all-weather conditions. Any road we build, collapses within a year. No matter what we do is poor quality. So we need standards and codes of infrastructure, commercial, residential, industrial not just 'zoning' laws only which our urban plans focus on. Simple quick solution to the problem of road development quality, get the fire dept, run the water at full pressure on the 'sample' provided by construction companies, if it collapses, tell them NICE TRY SCAMMER, if u do this again or try to scam us, u will be added to the black list database of companies.

Agreed. The Chinese-built intra-regional main road was indeed a marvel, whereas roads built by small, local construction companies are not of the same quality, yet some of the new roads viz. 'Ceel dahir - Ceerigaabo', 'Garowe - Galkacyo' are decent, yet not comparable; I have not travelled on the 'Xamar - Jawhar' road, but did hear it is decent too. I am afraid the 'Berbera - Hargeysa', particularly 'Dacar budhuq' and 'Lafa ruug' bridges were of poor quality, the worse I have seen. A case of aestheticism winning over epistemology.

Hargeisa-Berbera road was shocking, couldn't even handle the 'load' requirement forget being all-weather and handling monsoon rains. What about our own building codes for govt facilities, public like hospital-schools, residential vs commercial. Where are these standards and codes to be followed? I had a relative in mogadishu stop a shaddy constructor using cheap 'concrete grade' on our property renovation, imagine how many homes he has charged high on material but in reality poured the lowest grade on their home project.

Come to think of it, I think that would be booming business model, create a consultancy so Somalis can get us to inspect their construction materials is 'international standard' as an independent auditor, over-watching the material, build, delivery phase.

Some of the best factories to invest in is around construction supply chain such as doors, nails, glass, concrete, asphalt, bricks, furniture, etc. I never see these great business opportunities to buy shares, it's a solid money maker becuz construction is happening constantly and need these local inputs.

We must send Puntitequeen the scams these Somalis are up to. Charging high on material cost but delivering the lowest quality and pocketting the difference in construction jobs. Some are even more greedier and ensure your walls are low grade and your plumbing explodes so you have to call their plumbing friend for 'work' which they split the earnings. They do the same on road construction, they under-deliver so they pocket the difference and also get more work sent back to them to fix it. They dont even give you a 'timetables' on construction job, so they can extend the project as long as they want and make you PAY for every day they are there.

It's a moryan hell in Somalia, and u wonder why I hate HAGS who started it.

There are no standards, nor code, nor quality control. For example, I remember being out on a fine evening after dinner to socilaise with friends in Xamar, at a popular establishment with expats. On its 3rd floor, whilst awaiting my favourite drink, a blend of papaya-banana, I noticed [the] primary load-bearing beam chopped in the middle to make space for an HVAC duct, and with engineering and architecture being my fields of study, and trade, I asked the manager if he was aware of what was potentially afoot, but he neither seemed aware, nor concerned simply jokingly saying, delivered with a smile, as if dispensing with a great customer service experience: 'We have been here for many years, and never had any issues'. A property purveyor or junior inspector would have shut that building down in a second. Same observations in a modern hotel in Garowe with no water protection utility for its toilets, and a multi-storey building in Hargeysa, which would not pass basic fire inspection. Now, stairs and staircase are in dire state not fit for purpose.

But then again, similar observations I have made in India, and China, where whilst standards and code do exist on paper, but are hardly adhered to, with building purvayors, and inspectors palmed off to look the other way.

Somalia's building standards are evidence that death does not come to you, unless Allah wills it. We need that bloated Government with their multiple buildings, to implement basic regulations to protect people. I also want them to stop these companies from building those ugly lego blocks.

The richest person in Somalia will be the one who is honest becuz it's in such low supply, they are all the same post 91, they all think about cheating, fraud, scamming, they put so much energy into it, that's why Im putting energy the opposite way, your clientele will be like 'no 1' across the nation cuz it's different to the usual 91 moryan oversupply.

My Economic Dream in Puntland is doing the following.

1. Identifying and Zoning out food production valleys across PL and begin selling plots to investors to cover our food security. Farms need 'drainage' so setting up drainage when the monsoons come is paramount or it can ruin their crops. If we place this infrastructure in and seal it off and sub-divide it to investors, they will take us serious rather then the usual yearly empty conferences.
2. Dams in all A-B districts to ensure water coverage for livestock
3. Banking capital in Bosaso where all puntites diaspora/locals can store their capital and have the banks begin loaning to locals who can create start ups or where employees can purchase homes or vehicles.
4. Industrial Parks designed like Amal estate-Guryosamo with high capacity energy payloads and begin selling land plots to manufacturers
5. Have financial consultancy who identify new business opportunities and audit companies to see why some have failed. We need a ku dayo on the best business management and practises.
6. The govt of the day focusing on developing the urban plan for district A and district B towns.
7. The govt opening up bonds so puntites can own shares in infrastructure like water-sewage-drainage-roads-energy-airport-ports.

This would make me and Puntitequeen so proud while we can abuse the hell out of other clans as heading nowhere while they sit there and pray for 'our demise' not focus on themselves.

I support this 100%. Every hotel in Somalia has misshapen staircases, one is wide and one is tiny. I’ve almost fell straight down the stairs many times.

Commercial-Industrial buildings need codes/standard and inspector, residential also does but it's not as important as those commercial-industrial buildings. A nice consultancy would fill in the expertise for residential projects who can inspect the design-material-build-delivery phase is as per contract and per standard-codes.

This is a good business opportunity for any wise investor, their is a huge 'residential' boom happening and they want independent inspectors who they can have manage the quality assurance phase.

@Calaami we can look at stock market as the next phase of market development once we ensure banking infrastructure is working well and locals have access to start-up capital for business or property/vehicle purchases. I like the idea of successful companies becoming 'public' who can then expand somali wide, east africa, continent and possibly global thru it's shareholders dumping capital into their financial engine. But i'll leave this for last, if we can just get industrial parks, banking, govt infrastructure bonds set up, this would be huge leap forward.

Puntland is focused on rural economic development as of now like frankincense-mining-fishery-livestock, i've never seen a wealthy country emerge using rural economics as it's pillar. I've seen nations emerge industrial thru banking-stock markets-manufacturing pillars for it's urbanites. This make sense. Banking opens up loans for ppl to turn their ideas into a range of businesses. Manufacturing creates finished products you can sell. Stock market allows successful business expand it's market share thru an aggressive expansion using the public as it's financial engine.

@Calaami we haven't even kept the supply-chain of construction locally. Supply-chain are like doors-glass-nails-furniture-cement-bricks. This should always be local not sourced from abroad and let those markets develop when our locals could've gained all that supply chain wealth.

Our infrastructure like roads-ports-airport-drainage-sewage-water treatment plant materials are not sourced locally either, so any infrastructure development our govt does either thru public-private, bonds, fdi, or aid, they will be told to source their equipments-materials-expertise from outside our nation usually the donor nation. I hate our stupid people, they boast when a foreigner does something, but that's calculated 4 their nation foreign GDP not you.

Everytime me and puntitequeen see a foreigner or non puntite clan (except tourists) in PL, we turn like this, their making money on your 'ass' which goes str8 back into their host country, their not investing in PL and make matters worse u will see ppl boasting about it
