It's very true. SFG can't even train it's own soldiers, police, turkey helps, it can't even fund it's government, beesha calamka has to pay for their wages, forget 'project' delivery, it's all foreign funded.

The only area Puntland gets international help is 60/40 Arrangement on SOME project delivery, so PL is the pilot and international community is co-driver only. Infact Deni said we are nearly going to be self-sufficient in all our projects. Most projects are self funded in PL. Their are some international aid but it's very limited in comparison to what Puntland does for itself.

So why do people say hamar is rich? are those 500k buildings fooling you? mogadishu is indeed poor or else it would be self sufficient.

It's true shabab 'hide in mountains' in Puntland in fear of Puntland soldiers, where-as in hamar they control the whole city and threatening who they want. So those turkey trained soldiers are 'incompetent' becuz shabab don't fear them.

This is what Dr Osman listens to, to 'gouge' the real security locally in different regions, I don't listen to people who have no 'real local knowledge'.
