Does anyone know why there’s so few votes compared to the populations of those regions? There’s millions living in Puntland and only 15k votes?

So the citizens vote for the parties and not the individual on the ballot paper.
The proportion of votes a party gets will be the number of seats they get. within that district.
Each party has a list of candidates ranking from 1-20 for example.
An example
Let's say the Green party gets 8 seats.
Only the top 8 from Green party candidate lists gets elected
This way you ensure women and minorities get elected as each political party would put them high in the list of candidates

Yes, It's called closed list and is practiced in Italy, Spain, South Africa, Russia and other countries.

After Local elections finish and TPEC announce Three party that has most seats in all PL, Those parties and Goverment will name new TPEC for parliamentary and presidential election.
The elections weren’t state-wide. This was a pilot election in 3 districts. The other districts will have their local elections next year.
