I think it will take 20 years to finalize the constitution. Becuz a number of milestones need to be reached.
1. Security
2. Rule of law and institutions with 'international confidence'
3. Social and Economic progress with international confidence
4. The world community coming out of halane shipping containers and leading the way to show confidence to the SFG.
PL is already 'legally distinct' by constitution article regionally and federally, it founded the 'SFG'. The SFG should focus on resolving the south. PL beef with the SFG is way larger then 'politics' if it was politics, we would wait for the next election, it's beyond one siyasi or two, it's the fundamental 'will' of our people, that's the 'rule of law' our government sits on. Even if an MJ is SFG president, u will see the same conflict arise showing it's not politics or personal interests like is the case for 'hag' they don't have 'umad tashatay' so their beholden to personal interest 5 year presidents.
Who does PL cut a deal with, the SFG will switch when a deal is reached showing kuma 'socdan masiir umadeed lakin waa dan shaksi'. Sorry but our politics is about our survival for centuries to come not 5 year election cycle.

PL is distinct indepedent entity that will only transfer it's 'reserve' powers once the constitution is finalized, it will operate as an independent state untill such time is reached. The only thing we need to clarify is what happens if Somalia isn't resolving within an agreed time-line? it only says PL will convene for another conference to determine it's future destiny.

Generation Z born in 2000 will die before 22nd century is born, that's another 80 years and they will only have 'stories' of institutional memories from 'Gen X parents' born in the 60s where they can source information. So we need to put a time of no later then 2050. Once it gets past 2050, we are in generational ticking time bomb. We will lose all memory of state craft-experience-or wisdom from the past and be blind like the jews were for 2500 years in exile.
