Puntland $346 Million Budget Break-Down

Informative video. It seems like the previous budget prior didn't include in it's forecast 'Foreign donors'. Puntland budget in 2020 has included Foreign Donor funds into the Budget which has significantly increased the predicted Budget for 2020. I wait for the 'closing' budget that is real budget. Fore-cast budgets are predictions on variables and depending on how accurate their formulas, it can be quite accurate or not accurate. But a closing budget doesn't lie, this is what the GOVT actually got in the financial year.
There seems to be some 'modest' revenue increass around 'internal' revenues such as vehicles at check-points, port tariffs, business tariffs, small trader taxes, etc but it's not a massive increase from the previous financial years. So internal taxes seem to remain the same, so locals have nothing to worry about, as the locals won't be taxed higher to support this budget. The best indicator of a good performing economy is it's internal revenue should increase not remain the same, their should be new companies, industries, workforce, etc that are being added to the economy which is new taxation streams for the government.

TPEC needs to ensure our democracy is set up and agreed to by stakeholders, district lines determined, census done, the rules behind how the parliament will be shared district and party, parties registration and the requirements needed, there is so many things TPEC has to do before winning my confidence, let alone the people who live there.

I am actually never going to be satisfied with PL budget until the budget says 'capital investments' portion is 70% and 30% is recurrent costs. This would mean, in those 5 years of that presidency, he will be able to expand our phase 1 goals of basic services to the population urban and rural.
We can ensure every puntite has access to clean water, schooling, hospital care, and infrastructure like roads, communication facilities and electricity. I can then Brag to Hawiye and Isaaq while they're people are rotting away and know my government is performing 100% better. Then we can move to second phase of our development. Job creation, lifting people out of poverty, etc.
This phase will focus on ensuring every puntite has money in his pocket, our industries are economically guided by scientific facts not our opinions. We want our people performing high return production of goods, services, and knowledge centers not FARMING, so the GDP can increase, the government taxation stream widens, and our population starts to look like NORMAL middle income societies.
I then want to move us to PHASE 3. Academic excellence and Institutions. No economy or government can exist if we don't have INVENTIONS OR ENTREPENEURS or smart people guiding it towards 5 or 10 year road maps, or else we will remain in the same sectors doing the same thing and there will be no growth like shitty hargeisa @Factz who can't even connect all it's neighborhood to water plant, let alone their regions. When I run for Puntland Presidency. I am taking a leaf out of Saacid Hurdaaye our former PM book. Slim government so funds can be allocated to development not salaries, so it can reach the local and change their lives in terms of basic services water, electricity, roads, hospitals, schools, rather then changing the life of one minister, mp, or civilian worker.
I will slim down PL cabinet to 10 ministries and ask clans they 'rotate' on each ministry, no more creating fake ministries just to appease clans, no more having bloated government and wasting our resources on 'igu sawir' ama 'wasiir baan ahay' like this nacas @Jablibax believes in. When I run for presidency, I will be the Bah Dubays nominee for Osman Mahmoud. My goals will be achieved 10 ministers, 10 deputies, and 5 state official positions. 25 boys. I will do it for Puntites.
As for the Military boys. I will only pay 'police' as we need them to keep local security safe. PSF is funded by CIA, so maba fara gashanayo hadaysan dasturka puntland ku xad-gudbaynin. PMPF I will speak to @FBIsomalia as they seem to go crazy when we perform 'reforms' on functions. I will ensure Corrective Officers are paid on time.
As for the Darawish I will split them into 'full and part time' salaries, when they are not working, you will only get 'half your salary', ma ceeb ba? why should you be paid full time wage when you are doing nothing in terms of increasing your skills, training, etc. I will sit down with the Soldiers and say I am 'bah dubays' and my clan is known for 'soldiers' in history and today, qof iga dhow ciidamada ma jiran, lakin lacagtani aad qaadanaysan, boqol ceel biyood ayaan reer puntland uu qodi karna.
We will come to a comprise. I don't want a 'bloated' military, I want just enough for our border security. I also want more 'quality and production' out of each soldier, they must compete on they're jobs not get lazy and incompetent. I also am looking at 'creating a reservist army' who are prepared to join the war and are skilled enough who don't need re-training. I want them to attend every year re-training to confirm they remember the skills taught to them and they're position in our reservist force.

@SomaliMVP the biggest legacy I want to leave for Puntland people is simple. It's the weapons issue. I want to create laws for it and to categorize different types or grades of weapons. I want a commitee of religious, tribal, civil society, political to comprise that committee. I want all the unregistered tanks, bm21, Technicos of our streets and cities.
I want this committee to consolidate our heavy weapons in each region. For example Mudug region has it's own committee. Nugaal their own. Bari their own. Sool their own. Sanaag their own. But the HQ committee will be based in Garowe to ensure no-one in the regions is breaking the law agreed too. I only want weapons released by the committee to their clans-men if Puntland has been attacked by external or internal threats.
Can I achieve this, it will be very ambitious project. But it's sure going to leave me a legacy when every puntite can walk through any city, town, village and not see a single weapon anywhere, as they are stored 'off-site' and monitored and controlled through 'laws' for their release.
We can then make money from Tourists who come to Garowe and Bosaso, as we take them to Galmudug to show them the 'natural' aboriginal lifestyle of Somalis who refuse governments.
