The World Bank published a paper as recent as June 2020 stating Puntland region suffered catastrophic revenue shortfalls, to the tune of around 70% of the region's income!
Forget about an increase of 5%, it would be impossible to maintain 2020 levels, when you are only receiving 30% of last year's revenue.

I think its Puntland region that needs to seek help.
Looking at the 2020 Puntland region's budget:

The internal revenue component of Puntland region's budget was $93,466,666, a modest amount. This is the sum of all moneys raised by that region.
Now when you take away 70% of that all you have left is $28,039,999.
Roughly $28,039,999 is what Puntland region generated in internal revenue.
As a comparison, the Kalabaydh custom of Somaliland alone generated $32,315,814.
So who needs help?
