The National Economic Council proposed six policy priorities to the government. These priorities aim to help the country take full advantage of the upcoming post-HIPC environment while also reducing potential risks.

1. A Development Strategy for the Next Six Years Following Completion Point
2. Implementation of a Fiscal Framework and creation of Fiscal Rules
3. Establishment of a Medium-Term Debt Sustainability Framework and Enhanced Capacity for Debt Management
4. Introduction of Urgent Reforms to Address Somalia's Structural Trade Deficit
5. Strengthening of Ongoing Public Integrity Measures
6. Continuation of Reforms to Reinforce the Central Bank of Somalia
