Does he even collect 'taxes' in Baidoa? I know Hirshabelle cannot even access afgoye let alone collect taxes. I know GM has no government because Dhusomareeb-Cadaado-Baraxlay don't trust each other, so forget taxes. They do how-ever have 'jidgoyo' but that's not taxes, that's more like 'extortion' and not going back into the community.
I know Kismayo collects taxes from Port, Airport, and Business center, but it doesn't collect much from the region as a whole outside of Kismayo. What about Baidoa? they have an airport, they have small traders in the market place, does this dude even perform tax collection? I doubt it, why did the SFG, interfere so easily in SW, they're damn broke that's why, no candidate stood a chance without SFG funds, because they have no local sourcing of funds.
