I think HSM allowed the one year extension for the sake of solely focusing on the war against Shabaab. Not confirmed if this is true though

For Hassan Sheikh, changing the Southwest leadership and installing an ally is a one-time opportunity he has no legitimacy now and his opposition are threatening him with war this is a show for the IC who care much about this famine-inflicted region Laftagareen is the most dangerous of Farmaajo remnants and now is allied with Deni. Farmaajo and Deni are forming SAHAL alliance against Hassan Sheikh and Djibouti. i predicted before him no more 6 months compromise in another place and here 3 months.

Even Hassan Sheikh was hinting at this. He said: One of the KG opposition said to me: You have taken up arms and was leading Badbaado qaran so why do you not support us? I told him that they refused to even discuss the extension but here you are discussing it that means to reach half way compromise. You can see how Hassan Sh uses KG opposition
