Constitution will not be completed this term because Culusow has decided to re-open already agreed upon portions of the constitution. This includes moving away from the semi-presidential model to a fully presidential one, limiting national parties to 2, increasing federal powers from 4 to 18, etc…

12 years later, Culusow wants to re-litigate Garowe I&II. He will just waste his time and slow the political maturation of the country.

There is a parliament and they actually hold a lot of power and decisions are run past them like @IKHALIIL said. They just haven’t been able to convene due to the game of thrones type of politics happening in Somalia.

Somalia has no functioning parliament. It cannot make binding law, and itself knows that it lacks the requisite legitimacy. Parliament has no opinions of its own, they are waiting to be told what to do after a consensus agreement between FMS and the FGS.

When Culusow says “it’s all up to parliament”, it is a dodge. He knows there is no parliament. He wants to have his agenda rubber stamped, knowing he cannot convince Puntland to grant the FGS the powers he seeks.He will run around until it is election season again. His term is already 40% gone.

MJ is the largest qabil in Somalia. Any constitution designed against our interests is dead on arrival. Sida ula soco, haku daalin.

Look at how constitution of somaliland and puntland being treated and being ignored. FGS even if it somehow passes changes how can it enforce taxes, resource sharing ,1m1v election with president and vice president when most of country lost to Al shabab and break away regions. This is premature imo we should stabilize and keep current election model, its perfect process for corrupt country like ours. Maybe 10 years from now banadir region becomes stable and super rich and can force others to table but today it ain’t happening . Fgs elections based on current model have gone smoother and safer than anything else today in Somalia. No wars or people sitting on seat indefinitely
