They defecate on the banks of rivers and on the shores of the ocean in India. At first glance, it would appear to be uncouth and deplorable but it is actually smart when you think about it.
Considering that these people are dirt poor and have no access to bathrooms or even enough water (no toilet paper either). In that sense, the ocean is both a water source to clean themselves with and an automatic flush after they are done.
Having said that? can you imagine going in public with people staring at you do it?
