Fortunately with Hodan being the most developed and safe district in Xamar and the citizens working closely with security forces, this is feasible but there’s parts of Xamar police barely operate given the amount of gangs and ghettos

Yep, people think Alshabaab drive from jilib with a car full of expolosives, when they have all the material in the city and the cars are in the city as well.

More operations need to be done the City is getting bigger and bigger and more people are moving in everyday.

Hodan is a very big area and connects to important areas, anything coming from there can go in either direction of the city. Hodan has alot of districts that border it

Hodon is next to Bakara, it was always a place they could live without being too far from " their Base " in the Bakara Market.

Is it not possible to initiate a program where local residents are encouraged to report any abnormalities and reward them? As some might be hesitant to work with authorities due fear of retaliations. Even anonymous tips.

Some obviously already do it, but it can be part of nationwide campaign while we have the current momentum.

I remember during the Tigray war, the gov't ordered everyone to report any TPLF members or sympathizers you may encounter, especially in larger cities. Similar initiatives are needed, in particular as AS are far more notorious than your average rebels.
