It is a short term solution. Long term it will probably have negative effects. Untill Shabaab is fully defeated and wiped from Somalia.

But in the short term it's a must for business owners to protect themselves and their lives. As it is taught in the islamic religion.

It is not the responsibility of business owners to defend themselves but rather the security forces of the city. It is foolish to simply arm shop owners when shabaab extortion is a big thing, follow the money and you'll be more likely to do more damage. NIAS needs to open a case of shabaab tax collectors, who they are and where they go. Track them down and build a case before locking them away.
