Without AMISOM not much would change on the ground. Without IC funds Puntland would be the first to collapse their domestic revenue isn't that impressive. Xamar with its soon 400 million revenue can easily keep GM, HS and Lower Shabelle afloat, SWS will probably make amends with FGS overnight.

PL and other states get some funds but it's mostly World Bank projects and not direct budget support, only FGS gets those kind of grants.

PL: 11.7 million.
JL: 10 million.
GM: 7.9 million.
SWS: 7.8 million.
HS: 6 million.
