Because the situation in these black neighbourhoods has become that their parents have sex early on so the parents are still in their teens and become pregnant.
The kids follow their parents example especially if the social situation that the family has doesn't change I.E. they stay poor.
Therefore, I think that the US government doesn't want to pay out welfare so much to things that invariably happen for people in their situation so abortion clinics are set up for the children to be murdered and so they can either have the best change of succeeding and stop being in the hood class or stay the same and have abortion after abortion.
However, It still doesn't deviate that less kids = less things that the government has to pay out to keep these families afloat.
