Puntland isn't owned by Majerten, that is a misconception of lamagoodles. Puntland was built for all Darod clans that reside in the North-Eastern Area. There is no 'unuka' leh shit in Puntland. We know it is the 'constitution' and rule of law that is supreme not our tribes or regions or political idealogy.
Under the Law all Puntlanders are equal and can enjoy equal access to government facilities, after-all they were stakeholders in it's creation. Their would be an out-cry and Puntland would crumble if anyone breaches the 'constitution' and rule of law and brings 'tribalism' everyone will return to his own territory.

Believe it or not it's that piece of paper the constitution is what 'protects' each Puntlander not his 'tribe', but the establishment of the rule of law is what brought puntlanders together in 1998 not their 'darodnimo'. Kee wayn sharciga mise qabilka kama jiro Puntland, sharciga ayaa wayn mar walbo oo muhimada leh because that is what unites us not our tribes.
The problem with the notion about Puntland being 'tribal based' is the people allegiances and identity is tribal only, but they can't use that as LEGAL means, they always have to use the constitution and the agreed upon law in 1998 to achieve anything. After-all it's the law that is supreme in the land not our tribal identities because our tribal identities won't bring about stability. We allow people to keep their tribal identity but it's really just an identity only, it's the law that decides everything in Puntland.
