Forget illegal fishing, what about the shady Chinese fishing licenses that we know nothing about? The money is unaccounted for and end up in the pockets of politicians. Fishermen in Eyl, Hafun, etc are competing with Chinese trawlers that they can't do nothing about because they have a supposed license. These politicians have been selling out their own people.

I'm honestly shocked if this is true. Did you read it? The money accused of being embezzled didn't even come foreign licensing or taxing or the chinese trawlers. It was public funds collected from local Somalis fishermen, services and businesses. And it was millions of dollars.
The minister accused the former Director General of the Ministry, Engineer Sharmaarke Beeldaaje, of embezzling large sums of public funds collected from private fishing companies seeking licenses and services.
“This was money collected in the name of the ministry. It came from citizens and investors who believed they were dealing with a legitimate government process. Yet today, those funds are gone, and the official responsible is out of reach,” said Minister Xagaa in his address to lawmakers.''
“Embezzlement like this is only possible when checks and balances are either weak or deliberately ignored,” said a political analyst based in Garowe. “The fact that millions can vanish without trace, and without consequences, should alarm every taxpayer in Puntland.”
Imagine just when the private sector began to trust the public sector it betrayed it's trust just like that.
I hope the fishery ministry capture that official who ran off with it.

Yes, sadly this has been going on for a long time. The ministry sells licenses and no information about them is released. The money is not traceable and gets pocketed by politicians. It's been an open secret for a while now. Hopefully there will be some accountability, it's shameful really.

As far as I'm aware, the licenses are an attempt to regulate, de-incentivize, and capture some of the revenue from entities that would have engaged in illegal fishing anyway.
It's also a way for the government to register and keep track of them.
The problem, however, lies in the lack of transparency. They don't publish the list of licensed vessels or show how the collected money is spent. So you're right.

We have PMPF, so then we should buy bigger ships.
They need to modernize as well. Radar and cheap drones can catch them even when they come at night. There should also be a number local fishermen can report to. They're usually the ones who see the illegal boats first.
