UAE is now going through HSM to sign off on Bosaso Port expansion. How long that lasts we’ll see. HSM and UAE have a good relationship so I doubt they want to lose HSM. The FGS expects to get a share of the port’s revenue given they’ll be passing new revenue/tax sharing regulations with the Dastuur nearing competition (80% of it is done).

I didn’t give an opinion on this. FGS revenue sharing arrangements are soon going to be passed. Hopefully with PL on board.Does Puntland get any taxes from Mogadishu port? What about Kismayo or Berbera, you really expect the landers to start transferring funds to Xamar when the South has a choke hold on all International funds? The UAE wouldn't have such ties with Puntland if Farmaajo didn't freeze our funds, which is a form of sanction btw, sanctions are intended to starve/destroy states and communities, it is an act of aggression.
What you're saying is just not feasible, focus on the problem in your own backyard - AS & Central Somalia - why spend all this time and resources to make an enemy of a state where Al-Shabab are practically non-existent? Doesn't make sense at all.

I’m just explaining what’s going on with the friction between FGS and PL. HSM is yet to change Farmaajo policy on isolating FMS from direct relationships with international organisations. It’s rumoured he’s told UAE if they want no problems with his administration UAE must go through FGS for Bosaso expansion and that’s currently holding it up.
UAE were anti-Farmaajo due to his Qatar friendship and how he directly interfered in their blockade of Qatar by allowing to use Somalia’ airspace to bypass the airspace embargo.
UAE backed HSM and now want good relations with FGS so HSM doesn’t pivot to Qatar who are courting him right now. He’s set for a state visit very soon, Somali politics is a game of chess. Don’t take it to heart or think I’m advocating, just providing context through what I’ve read and heard.

FGS had major problems with Berbera. But UAE just went ahead with it.

His leverage is he’s a UAE ally. If UAE calculates FGS > PL relationship then he has leverage. I bet if UAE loses the next election in Somalia they’ll get back to their policy of ignoring FGS.I get that, but UAE told Farmaajo to leg it, you're saying HSM is the exception? He doesn't have any leverage, unless you're implying they'll cave to his demands if he threatens to bring in the Qataris.
