This phase was supposed to be completed in September 2023, delayed to December, and finally completed yesterday. 3000 ATMIS troops left and 7 bases handed over. Next withdrawal of 4000 is set for June. It, too, will probably be delayed by a few months.

SNA managed to acquire some territory, albeit not a substantial amount, and continue to dominate the majority of what they took. Al-Shabaab has only been successful in encroaching upon and taking portions of that newly gained territory. A significant point to note is that, unlike the Afghan army, there has been no signs of collapse. Even prior to the U.S. withdrawal, the Afghan army only held control over areas where Western troops were stationed. In Somalia, it appears that the government, its security forces, and the Macawiisley militia are, at least to some extent, capable of maintaining their current holdings.

A big factor that legitmizes Al shabaab is the fact that they use the ''crusade'' narrative, the moment amisoms leaves that narrative is destroyed.
