It's a shame the govt wants the diaspora and locals to do their work, so what's the point of the govt even being there, the govt has to do lots of self reflection and commit to change this horrendous culture of wanting govt titles but not carrying out govt duties. The local and diaspora can only participate or compliment the govt but it cannot do a job or function that is allocated to the state.
