- You must be Somali AND
- You must live or work in mainland Somalia

That’s all. I truly hope the Somali government enforces this strictly. Djiboutian Somalis who have never even stepped foot in Somalia should not be allowed to claim our resources. Fadlan, stick to your own country or come and contribute by working in the mainland.
There also needs to be strict abtiris testing. There’s tons of foreigners living back home. Just imagine if a foreign sh*baab foot soldier managed to scam his into getting a cut

People that don’t even want to be associated with Somalia should have access to Somalia’s oil? I’d love to see all Somali regions develop but if Djibouti is gonna remain a separate multi ethnic country then they should focus on developing themselves with their own resources
