I am influenced by the politics of the Middle East and always take example for the UAE tribal model to apply it in Somalia.
Iraq is very similar to the current situation in Somalia. There are three political orientations in Iraq: an orientation that wants to dismantle Iraq on a sectarian and ethnic basis and they are the Kurds in order to weaken the Arab central Govt that targeted them in the past. A Shiite orientation that is like the TPLF of Ethiopia they want to rule the whole country under strong central govt and at the same time grant an autonomy to the oil-rich Shiite south of Iraq for fear of the return of the Sunni dictatorship because baghdad was predominantly Sunni population but now 52% of the city's population are Shiites anyways i'ts in the middle its Northwest is Sunna and the south is Shia that why the Shia have no borders with the Kurds in the North


A Sunni orientation that wants to adhere to the central Govt model because they are poor and do not have oil only the waters of the Tigris and Euphrates so the Kurds suggested to their former Sunni Arab enemes to finance them for 10 years if they accept federalism and they refused it. Kurds are like the Isaaq who had been targeted in the past and want to breakaway from the country but they follow different strategy wich is working from inside and having weak Baghdad. Now they are more closer to their yesterday Arab suni oppressers whom they share border with and have land dispute. Saddam hussein planted Arab tribes in their lands. Kurdish have oil and farming land but the most oil rich town Kirkuk is shared with Turkmen who are pro Baghdad so Kirkuk is a governorate under Baghdad.
